The Ministry of Education (MoE) in Montenegro is responsible for the creation and development of pre-school, primary, secondary and higher education, as well as pupil and student standards. The MoE is in charge of proposing and implementing an education policy strategy in Montenegro through various legal and by-law acts. The ENIC Centre is an organisational unit of the Ministry responsible for assessment and recognition of foreign qualifications.
Assessment and recognition of foreign qualifications is very demanding and has been an important task for the Ministry since the number of recognition requests per year is more than 2000. The Ministry of Education is also involved in proposing a legal framework for recognition issues, and it brings legally binding decisions on recognition for the purpose of employment. ENIC staff members take active participation in all the working groups dealing with the issues of developing strategic and legislative framework in the field of higher education, such as NQF.
