This College was started in 1991 by Sri.G.V.Harsha Kumar, a harbinger and academician of educational innovation. This college is affiliated to Andhra University, Visakhapatnam, A.P. India. This college is situated in Luthergiri with a seren campus.

Until 1991 the Rajahmundry region was oblivious of professional courses like Computer & Vocational courses, but with the inception of the Rajiv Gandhi Degree College we pioneered the introduction of the Computer & Vocational courses in and around the Rajahmundry region.
